Previous control in administrative management of local governments regarding challenges and perspectives for public health
Abstract
Introduction: Literature reviews are essential to define the relevance and sufficiency of information on prior audit in local governments, also applicable to public health.
Objective: To determine whether the information available on prior audit in the administrative management of local governments is sufficient to identify the challenges and perspectives facing the public health sector.
Methods: An exhaustive bibliographic search was conducted in databases such as Scopus, WoS, Science Direct, SciELO, and other specialized sources. The keywords used were: prior audit, audit, monitoring, internal control, and local government, focusing on studies related to public health. In addition, government reports and technical documents were considered. The analysis was carried out through a systematic review, considering the quantity and quality of the articles found, and trends, discrepancies and gaps in the existing literature were identified.
Results: Prior audit in public administration has achieved significant advances in areas such as legal frameworks, technology and pre-audit controls, crucial aspects for public health. These advances include the optimization of processes and the need to adapt legal frameworks to the characteristics of the health sector, such as data protection and health crisis management. Technological implementation has improved administrative efficiency, especially in health emergencies. However, challenges persist, such as fragmentation of health systems and lack of coordination between levels of government.
Conclusions: Sufficiency of information has proven to be effective in improving efficiency, transparency and resource management in public health. However, challenges persist, such as adapting policies to the needs of the sector and improving coordination between actors in the health system to deal with health crises more effectively.
